Paul C. Clement presented a research paper titled “Implementation Deficit: Why Member States Do Not Comply With CARICOM Directives” at the Forum on the Future of the Caribbean in early May. The forum was held by the University of the West Indies (UWI) in conjunction with the ministry of Foreign Affairs, Trinidad and Tobago, and the United Nations in St. Augustine, Trinidad and Tobago.
